Mobile number portability in India Roll Out
1. What is MNP?
Mobile number portability (MNP) allows mobile users to retain their numbers when changing from one operator network to another. Mobile number portability will be applicable to both CDMA and GSM technologies and also to post paid and prepaid categories of customers. Singapore was the first country in the world to implement MNP in 1997. India is one of the few countries where subscribers do not benefit from MNP. The largest increase of the NPM will improved network quality and customer service expected by telecom operators. It may slightly reduce tariffs particularly in areas such as international roaming and VAS.
2. MNP Process
The process Moving a mobile phone number from one operator to another is called "transfer". To complete the port number mobile subscriber's network ID and the recipient are matched and updated in a centralized master database. This task will be facilitated by a separate body called Mobile Number Portability Service Provider to act as clearing house number portability and to maintain centralized services of the database.
India will use a receiver-operator porting process. It is also through the community international standard where a customer wishing to port his number will contact the new operator of the recipient who will then complete the transfer process with the donor operator. The other method is directed by the donor-Portage, which is not considered an effective process, or the customer friendly.
A major technical challenge to the MNP is routing calls and messages to a number after it is worn. International best practices is the use of a central database (CDB) of numbers ported. Once the donor operator has disconnected the number mobile phone and the recipient operator is activated, the MNP service provider assigns the location routing number corresponding to the number brought into the base of number portability and distributes the update location routing number along with the mobile number ported to all suppliers Access and International Long Distance operators who maintain their local number portability database. Whenever a call is made to an increased number of operators request to determine which network to send a call. This is also known that all Call Query (ACQ) and the model is very efficient and scalable. A majority of the up and coming MNP systems in the world is based on the ACQ / CDB method of routing calls. India has chosen the CQI model for routing calls.
The transfer process will take a maximum time of 36 hours in all licensed areas, except in the case of J & K, Assam and North-East where the maximum allowed is 10 days. The window period of disconnection and activation by the operators was maintained at one hour each.
MNP is available only in a circle of telecommunications. A customer is eligible to apply for a port only after 90 days of the date of activation of the mobile connection. If a number is already worn once, it can be worn again after 90 days of the date of the previous portability. TRAI said that the minimum period necessary to enable the service provider to recover the cost of customer acquisition. After porting a number mobile phone, if it is disconnected for 90 days, we will reverse the original operator.
3. Fees MNP
There are three types of accruals, either by the subscriber or by telecom operators.
By port transaction fee is paid by the recipient operator (the operator of the subscriber who moves his connection) in portability number portability service provider.
carrying costs are payable by the subscriber for the portability of its number to the operator recipient. TRAI has capped the cost of carry to Rs 19. The regulator also noted that operators are free to charge an amount less than that. It is no need to make a payment to the incumbent.

4. MNP deployment in India
MNP should be implemented gradually, and the first phase was to begin in cities by Metro and A circles, 31 December 2009 and the second phase, in the rest of the country in March 2010. The government then decided to apply throughout the country at once by 31 March 2010. The launch of the portability of services has again been extended to June 30 2010 due to lack of preparation of the various stakeholders.
Recently, for the fourth time, the government extended the deadline 31 October 2010, that the testing of MNP is yet to be completed by various telecommunications operators. While only 14 percent of networks moving across the country is so far ready for the introduction of MNP, 36 percent is underway. In the case of the remaining 50 percent, the tests are to be done. While private players are slow with the tests, state-run BSNL and MTNL have not even implemented MNP gateways.
In addition to testing delays, NPM has also been in trouble with the Ministry of Interior and FIPB on security clearances. The Ministry of Interior had expressed his concerns about selecting the clearinghouse indicating the company selected as mobile number portability service provider had no experience in telecommunications operations and the company had a set-up in Pakistan. However, the department finally authorized the agency in April 2010.
Currently DoT has issued licenses to two companies - Syniverse Technologies India and MNP interconnection Telecom Solutions - to implement number portability in India. MNP interconnection is a joint venture between U.S. based Telcordia 74:26 and Deepak Talwar Consultants. Under the current telecommunications regulator, DoT has divided the country into two zones, number portability, each zone comprising 11 circles. Each circle MNP 11 Zone shall be served by another MNP solutions provider to anticipate a situation of monopoly.
5. Deployment challenges
To implement this proven porting process and call routing, the mobile service providers need to improve infrastructure appropriate to allow forwarding of calls to subscribers who carried on their network. Huge Capex is required for each operator to implement this preparation process.The operator for these models are time consuming and how to handle such routing and data management is crucial, as any inefficiency directly lead to inefficiency of the transmission and errors in switching.
While the new telecom operators paris on mobile number portability to acquire new subscribers, the incumbents are concerned about the "abnormal" churn would result in the success of MNP is measured by the percentage of ported numbers. TRAI has estimated that the port rate to about 10% in the first 15 months and 7%, 6% and 5% respectively for the three successive years. However, according to industry observers, after a first churn, there will be no significant changes by subscribers from one operator to another. In countries where MNP has been introduced, it has produced results mixed. For example, he managed to Hong Kong, where the number of ported numbers went very high during the first 3 years. However in the case of Singapore and Taiwan, it does not create much impact. The operators of these countries managed to retain customers through various options like the long-term contracts and customer service with better service.
The Indian scenario is complex and there are many factors that will influence the outcome MNP
1. An important factor in India is the presence of large prepaid customers whose loyalty is already very low. Therefore MNP will have an impact only on post-paid customers.
2. Second, prices are already very low and all operators are face margin pressures. Therefore, the possibility of existing operators into a prize has been is remote.
3. The third factor is the launch of 3G services in India. It will be a major tool to retain customers, and the churning of customers not 3G operators.
4. Finally, there are a large number of new operators as Uninor, MTS, Videocon, etc. Etisalat who have entered the Indian telecom market recently. These operators are eagerly awaiting MNP rollout to churn customers great value for owners.
incumbent service providers like Airtel, Vodafone, Idea and RCOM have already begun to focus on network availability and coverage and customer service. Holders focus on maintaining their high-value mobile users, users who are professional or high networth individuals. With NPM, the big players could easily attract post-paid users or professionals to lower other service interpretation. Metro markets penetrated very like Delhi and Mumbai will focus more on acquiring new subscribers, but on maintaining the current base, and increasing average revenue per user. It is expected that MNP will result in increased costs for operators to improve customer service and network quality. Its impact on the share of income is likely to be marginal. Consolidation is also expected very soon and MNP could be one of the triggers.
6. To summarize
India has 630 million mobile subscribers as on May 31, 2010. Even if are 14 players, the market is dominated by Airtel, Reliance Communications and Vodafone, which together control a majority of the market share of customers. The launch of 3G services will play a major role in deciding the direction of NPM-related churn. Subscribers of non-3G operators are expected to move 3G operators after the NPM roll-out. network coverage and superior customer service are key drivers for other MNP.
Even if telecom operators are minimizing the impact of mobile number portability, they would struggle to retain customers and ARPU many of whom have been prosecuted with telcos even just for fun to keep mobile numbers despite poor customer service and network congestion. Competition has always been good in all industries and with healthy competition is more predictable, pricing innovation, solutions, and competition is expected from mobile service providers. This will subsequently lead to more consumer interest and use, growth.MNP resulting revenue is another major event eagerly awaited by observers of telecommunications.
